The current UN climate talks in Bonn face a pivotal decision – how to consider mitigation action pre-2020. On one side is the current framework, outlined by the Bali Action Plan, agreed by all countries in 2007; on the other is a proposal to move all discussions into the “Durban Platform” negotiations and divorces them from a broader context. Civil society groups prepared this brief, giving an overview of the most effective way forward.

A group of developing countries, representing over 4 billion people, made the following statement to the plenary.
